APPLICANT REQUESTS THAT:
The words 2008 Air Force Junior. Education and Training Manager
of the Year be added to the Air Force Commendation Medal (AFCM)
covering the period of 9 June 2006 through 15 September 2010.
APPLICANT CONTENDS THAT:
She requests this extremely significant award be added to her
Air Force Commendation Medal. Her supervisor and commander
agree this was an error and should be corrected. She submits a
proposed replacement citation signed by the previous group
commander.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of master sergeant. She was awarded the Air Force
Commendation Medal (1st Oak Leaf Cluster) on 8 September 2010,
for the inclusive dates of 9 June 2006 through 15 September
2010.
AIR FORCE EVALUATION:
AFPC/DPSID recommends approval. The applicant provided
memorandums from her supervisor and commander for the inclusive
period of the decoration and both memorandums are from
individuals who were in the applicants direct chain of command.
One memorandum is from the approval authority verifying the
applicants contention that the omission was an error. Should
the Board grant relief, the provided corrected citation should
be used to correct the applicants decoration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reiterates that her previous citation did not list
her Air Force level Training Manager of the Year award. She
hopes her appeal can be processed and corrected by 18 April
2014, to allow her supplemental promotion consideration for the
14E8 cycle which is scheduled to meet 5-23 May 2014. The next
supplemental board will not meet again until May/June 2015.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an injustice to warrant relief. We
took note of the applicants complete submission to include the
Air Force office of primary responsibility assessment and agree
with their recommendation. The applicant has submitted
statements from her chain of command attesting to the fact that
they inadvertently omitted a significant event and should have
included her award as the 2008 Air Force Junior Education and
Training Manager of the Year. Accordingly, we recommend the
records be corrected as indicated below.
4. The applicants case is adequately documented and it has not
been shown that a personal appearance with or without counsel
will materially add to our understanding of the issue involved.
Therefore, the request for a hearing is not favorably
considered.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that:
a. The Air Force Commendation Medal, First Oak Leaf
Cluster, with the inclusion periods of 9 June 2006 to
15 September 2010 and the given under my hand date of
8 September 2010, be declared void and removed from her records
and the attached reaccomplished Air Force Commendation Medal be
accepted for file in its place.
b. It is further directed, that she be provided
supplemental consideration for promotion to the grade of senior
master sergeant for all appropriate cycles beginning with cycle
14E8 with the Air Force Commendation Medal, First Oak Leaf
Cluster, included in her record.
